Robbing Peter to pay Paul

So, I'm watching Rachel Maddow and wrinkling my forehead as she explains wtf the Governor of Wisconsin is really doing. Apparently (as best I can understand it) he is---in words that if I never hear again it would be way too soon --WHICH Ms. Maddow herself actually uttered, btw-- kicking the can down the road.

That phrase grates on my nerves as much as "at the end of the day" did a few years ago.  It's not the phrase, really, it's the frequency.
Be original, people, come on!  It's not that hard, really. Plus, there's probably an app for that!

I digress.

Allegedly, Gov. Walker's plan is to take $165 million that's already been allocated for a debt repayment due in May, refinance it (COSTING THE STATE AN ADDITIONAL 29.5 million) and use it to balance the state budget--creating a $200+ million debt that'll have to be repaid at some future date.

(What, if anything, that has to do with collective bargaining rights and all the people protesting by occupying the state capitol day after day, I'm not altogether sure--but Rachel was  pretty bent out of shape about it...)

I don't watch awards shows either, Rachel!  I don't know which I care least about, awards shows or royal weddings?
